You can convert your eml files to pst manually by this method
Follow this steps to convert eml to pst format
1.Launch Windows Live Mail email and click on “Export email” in File menu
2.Then choose “Email messages” option
3.Now in Window Live Mail dialog box, choose the Microsoft Exchange option and click on Next.
4.Next, you will see a message pops up, click Ok on it to proceed.
5.Now, select the folders you want to backup. After that, choose selected folder option and then click Ok.
6.Select Outlook and Ok
7.Now the process gets started, wait until it gets completed.
