You can use Export Messages to MBOX File if your OST is connected to Outlook.
Unfortunately, we have no utilities to convert disconnected OST files to MBOX.

Manual Steps to Convert OST to PST:-
Method 1: Use Import/Export Option
Log in to the Exchange account used to build OST files for Outlook. And, follow the simple process of exporting OST mailboxes to PST.
Initially, tap on Files tab >Open & Export and press Import & Export option.
Select Export to a file>> Next.
Next, go to the second option and click on Outlook Data File (.pst) then press Next.
Select the folder of your with to export and then click Next.
To save the new PST file, search the path and select the options for the same items.
You can also choose a different method for migrating OST to PST as shown below:
Method 2: Save OST emails to PST using Archiving Method
Outlook emails from OST files are saved to a separate PST file when Archiving is enabled. Saving the old mailbox things in the archive folder also helps to keep the mailbox size at an optimal level. Follow the simple measures below:
Start the Outlook application.
Visit File tab >Options.
Go to Advanced and click the Auto Archive Settings.
Now pick the number of days for auto-archiving to run To save the archived file, pick the folder and also provide archiving options.
Press OK.
By the above steps, the mailbox items from your OST account will be transferred to the PST file based on your archiving settings.
Manual Steps to Convert PST to MBOX:-
Firstly, download Mozilla Thunderbird on your system.
Finish the installation process of it, then launch and open Thunderbird.
Visit the File Menu > Import.
Next, import the pst files you want to convert to MBOX.
At last, all the selected PST files will be converted to MBOX format.
